We will be adding subcommands to configlet.

For now, we've released a version of configlet which handles both the
old command:

    configlet path/to/track

as well as the new command:

    configlet lint path/to/track

This will let us update all the travis files to include the
subcommand before we release the version of configlet that requires
the subcommand.

Run unit test and journey test on seperate nodes
Gradle uses --configure-on-demand and --parallel where it wasn't present
Bundle install uses -j4

- otherwise this journey is testing not the latest copy of xjava, but
  what's at origin/master.
- add progress indicator.
- x-api can't serve binaries; must clean xjava of any build artifacts
  (e.g. .class files) before attempting to serve.

With exercism/exercism.io@54e1df3, we can now gather exercises into a
subdirectory. By separating the language track files from the
configuration and management files, it is easier to read the project.

- move gradle config under "exercises" too as it would make a mess
  otherwise.
